If i were you i would tell my mother because i hear that they can be somewhat dangerous and my old Health teacher told me that one of her other students got them and that he went to his mother and he got it taken care of before it became harmful. and no you shouldn’t have sex because if you do have genital warts you could pass them on to your partner.
You probably have infected or ingrown hair follicles around your penis. You stated you did NOT have sex, so it’s probably not be an STD, Sexual Transmitted Disease.
